Description

Lynker Corporation is hiring a Senior Coastal Zone Management Act (CZMA) Program Specialist for the Southeast and Caribbean Region, based in Charleston, South Carolina, on a full-time remote basis with travel to coastal sites and the Washington DC area.

The position supports NOAA’s Office for Coastal Management (OCM). The successful candidate works closely with state partners and organisations to support implementation of the Coastal Zone Management Act and its programs, including the National Estuarine Research Reserve Program, the National Coastal Zone Management Program, and other related investments.

The position is contingent upon contract modification anticipated June 1, 2026. Lynker Corporation is a leading provider of innovative solutions in weather and climate science.


Responsibilities

  • Serve as a senior liaison to and subject matter expert on assigned CZMA programs, including leading OCM efforts on development and designation of new National Estuarine Research Reserve programs.
  • Monitor and provide policy and management input, technical assistance, and grant information review in coordination with federal leads.
  • Coordinate with NOAA’s Federal Program Officer to negotiate, process, amend, and monitor cooperative agreements and grants.
  • Provide technical assistance to assigned programs on grants management.
  • Conduct environmental compliance for cooperative agreement tasks, including post-award actions, in coordination with the OCM environmental compliance team.
  • Support implementation activities including review and recommendations on annual performance measure submissions.
  • Travel to coastal areas in the Southeast and Caribbean and to NOAA offices in Silver Spring, Maryland for in-person meetings as needed.
  • Represent OCM at relevant meetings, working groups, and partner engagements.

Requirements

  • Senior-level experience in coastal zone management, marine policy, federal grants administration, or NOAA program support.
  • Demonstrated knowledge of the Coastal Zone Management Act and its implementing programs.
  • Strong technical writing, analytical, and coordination skills.
  • Experience working with state and federal agency partners.
  • Ability to manage multiple programs and competing deadlines.

Preferred Qualifications

  • Familiarity with the National Estuarine Research Reserve Program or National Coastal Zone Management Program.
  • Experience with NEPA compliance or other federal environmental review processes.
  • Existing relationships with Southeast or Caribbean coastal management agencies.

  • Position is full-time and remote within the Southeast and Caribbean region.
