Description
Saltwater Inc. is hiring a Project Manager in Silver Spring, Maryland, on a full-time basis at $50 to $60 per hour, with work performed onsite or remotely in coordination with the Contracting Officer’s Representative and Project Lead.
Saltwater Inc. is a Women-Owned Small Business that believes high-quality data is vital to the health of fisheries and oceans. The Project Manager performs Project Management Services to assist NOAA’s Office of Sustainable Fisheries (OSF) in supporting national fisheries policy issues, regional fishery management councils, Atlantic highly migratory species, and federal partners ensuring seafood safety in the U.S.
The contract has a two-year base period from July 1, 2026 through June 30, 2028, with up to 1.5 years of 12-month option periods.
Responsibilities
- Develop and execute schedules to meet the needs of NMFS Regional Offices and the Atlantic Highly Migratory Species Division for outcomes described in the Seafood Executive Order.
- Lead the Seafood EO contractor team to ensure Regional and Atlantic HMS needs are successfully met.
- Provide project management and regulatory analysis support to ensure Regional Office and Atlantic HMS fisheries management actions are completed on time.
- Collaborate with OSF and Regional Office staff to identify and resolve issues and ensure deadlines are met.
- Manage multiple projects concurrently and ensure each is appropriately staffed.
- Communicate project status, issues, and proposed resolutions to Regional Office and Atlantic HMS staff and to the federal manager.
- Manage multiple contractor resources at any given time.
- Coordinate with NMFS leadership, OSF staff, and Regional Office staff to ensure policies and procedures are followed.
- Conduct regular meetings with Regional Office and Atlantic HMS staff covering all identified fishery management needs.
- Lead and mentor contract staff of varying skill levels.
- Develop and implement improved methods, automated products, and tools that streamline operational and administrative functions.
- Coordinate training programs for contract staff with input from NMFS experts.
- Review and edit technical documents, reports, and regulatory packages.
Requirements
- Five or more years of project management experience.
- Demonstrated experience leading teams on federal contracts or fisheries management work.
- Strong written and verbal communication skills.
- Experience in technical writing, regulatory analysis, and document review.
- Ability to manage multiple projects concurrently and coordinate across federal stakeholders.
Preferred Qualifications
- Familiarity with NMFS, Atlantic HMS Division, or Regional Fishery Management Council processes.
- Experience with Magnuson-Stevens Act regulatory development.
- Experience supervising remote and hybrid contractor teams.
