Rare is hiring a Manager, Financial Inclusion and Microbusiness to advance the Fish Forever programme in Indonesia by integrating financial inclusion, fisheries-linked microbusiness development, and institutional sustainability into Managed Access plus Reserve (MA+R) implementation across the provinces where Rare operates. The role reports to the Senior Program Director and works closely with Science and Technology, Policy, and Program Implementation teams to ensure that community-based fisheries management delivers both environmental outcomes and economic opportunity.

Rare has partnered with Indonesian fishing communities since 2014 on the MA+R approach, including the TURF-R (Territorial Use Rights for Fishing plus Reserve) system, which combines fishing access rights with marine reserves to rebuild fish stocks and improve livelihoods over time. As Indonesia fisheries governance evolves, Fish Forever is adapting toward strategic, province-level engagement, stronger local institutions, and sustainable financing mechanisms.

The role splits roughly 70/30 between programme content and project management. The first portion (70 percent) focuses on strengthening financial inclusion and microbusiness programmes, with an emphasis on fisheries-linked financial inclusion and enterprise development: developing and leading implementation strategies that integrate financial inclusion and microbusiness into Rare Indonesia programmes; strengthening fisheries microbusiness enterprises through business planning, institutional development, and access to external expertise; leading financial literacy and savings club initiatives; supporting the implementation of technology-based solutions including digital ledger tools and fisheries applications; providing technical assistance to partners; designing and facilitating training, cross-site learning, and networks that build community financial resilience; collaborating with government stakeholders at national and local levels; building partnerships with government agencies, universities, and NGOs; aligning with donor requirements and global frameworks; and ensuring activities are designed and delivered in line with Gender Equality, Disability, and Social Inclusion (GEDSI) principles.

The remaining 30 percent covers project management and partnerships: leading project implementation with a focus on time, cost, and quality; building and maintaining strong relationships with local partners and stakeholders; developing and executing communication plans to strengthen project ownership; and overseeing activity tracking, budget management, and timely reporting.

Required qualifications include 5 to 10 years of experience in community development, financial inclusion, microfinance, or MSME development, preferably in fisheries or natural resource contexts. Candidates need demonstrated experience designing and implementing financial inclusion or enterprise models (savings groups, value chains, blended finance); a strong understanding of socio-economic dynamics and sustainable livelihood systems; proven ability to lead and manage multi-site programmes, partnerships, and deliver results in complex multi-stakeholder environments; experience integrating GEDSI into programme design and implementation; strong analytical and problem-solving skills; and excellent communication skills in Bahasa Indonesia and English. A Bachelor degree is required and a Master is preferred. The role involves significant physical demands during monitoring visits, including work in remote places with limited communication access, and travel by boat and motorcycle.
