Southern Inshore Fisheries and Conservation Authority (Southern IFCA)

The Southern Inshore Fisheries and Conservation Authority (Southern IFCA) is recruiting a Head of Compliance and Enforcement to lead the Authority’s compliance and enforcement programme across the southern IFCA district. Southern IFCA is responsible for the sustainable management of sea fisheries and the protection and conservation of the marine environment from the River Avon to Devon, including the Solent, Poole Harbour and Christchurch Harbour and the Dorset coast out to 6 nautical miles.

The Head of Compliance and Enforcement leads a team of Inshore Fisheries and Conservation Officers (IFCOs) and is responsible for the strategic and operational delivery of the Authority’s compliance and enforcement work. This includes ensuring the effective enforcement of national and local fisheries and marine environmental legislation, leading on intelligence-led compliance activity, managing the operational deployment of patrol vessels and shore-based teams, and representing the Authority in partnership working with other enforcement bodies (Marine Management Organisation, Police, NCA, HMRC, RNLI, MCA, neighbouring IFCAs).

Responsibilities include leading and managing the compliance and enforcement team; developing and implementing compliance and enforcement strategies, plans and procedures; ensuring effective use of intelligence and risk-based approaches; leading on prosecutions, cautions and other enforcement outcomes; managing operational budgets; engaging with stakeholders including the fishing industry, recreational users, NGOs and statutory partners; and reporting to the Authority’s members and committees.

Required qualifications include significant experience in compliance, enforcement or regulatory delivery (ideally in a marine, fisheries or environmental context); demonstrated leadership and team management experience; strong knowledge of fisheries, marine and environmental legislation and enforcement; experience leading prosecutions or other enforcement outcomes; excellent written and verbal communication skills; and the ability to work with diverse stakeholders.
