Ocean Associates Inc. is hiring a full-time Fisheries Management Analyst, Subject Matter Expert, to provide data, scientific analysis, compliance, and economic analysis support to NOAA’s Office of Sustainable Fisheries in Silver Spring, Maryland, paying $40.00 to $55.00 per hour, with an anticipated start date of 1 July 2026 contingent on contract award.

Ocean Associates Inc. (OAI) provides consulting and technical services to the U.S. government, NGOs, international organisations, and the private sector, specialising in scientific program and project management, strategic planning, and stakeholder engagement.

The Office of Sustainable Fisheries supports national domestic policy issues, regional fishery management councils, Atlantic Highly Migratory Species management, and federal partners on seafood safety. Following Executive Order 14276, Restoring American Seafood Competitiveness (April 2025), OSF is evaluating public input and council recommendations and developing actions to support the Executive Order. This role supports that development and implementation.


Responsibilities

  • Support domestic fisheries, the Atlantic Highly Migratory Species Division, and NMFS Regional Offices in implementing Executive Order 14276.
  • Develop and write actions to implement management measures under the Magnuson-Stevens Fishery Conservation and Management Act and the Seafood EO.
  • Provide support enabling rapid implementation of management measures under EO 14276.
  • Draft content of Fishery Management Plans (FMPs).
  • Research and analyse FMP and other fishery management action requirements and capabilities.
  • Develop alternatives, recommendations, presentations, and supporting materials for management initiatives.
  • Evaluate studies and analyses with input from Regional Offices or Atlantic HMS.
  • Evaluate and support environmental analyses such as NEPA analysis for management actions and include them in fisheries management actions.
  • Assist in development, writing, review, and tracking of fisheries management actions for NMFS Regional Offices and Atlantic HMS.
  • Provide environmental assessments, scientific analysis, technical writing and editing, and internal communication and outreach.
  • Process incoming requests per established procedures, including completeness checklist and document filing.
  • Communicate with regional staff submitters to ensure actions meet documented standards.
  • Assist in developing the Administrative Record for each regulatory action upon completion of review and clearance.
  • Assist with issuance of permits as requested by NMFS Regional Offices and Atlantic HMS.
  • Prepare documents for Regional Office, Atlantic HMS, or OSF review.
  • Attend or monitor relevant Regional Fishery Management Council meetings and associated technical committees, advisory panels, and workgroups.

Requirements

  • PhD, or Master’s with 7+ years of experience in fisheries-related technical management.
  • Ability to translate complex technical concepts into actionable business or mission strategies.
  • Direct experience with Federal fisheries management actions, including drafting FMPs and regulatory amendments, and supporting fishery management action writing and analyses.
  • Evidence of authoring technical documents including white papers, scientific publications, and environmental impact statements.
  • Experience navigating Magnuson-Stevens Act (MSA) requirements, including FMPs, amendments, and associated actions, or Endangered Species Act Section 7 consultations.
  • Proven ability to communicate complex regulatory, scientific, or other data with agency personnel across multiple staff levels and program objectives.

Additional Notes

  • Anticipated start date: 1 July 2026, contingent upon award of contract.
  • Location: remote / telework, supporting the office in Silver Spring, Maryland.
  • Limited travel required to attend meetings, trainings, coordinate research, and attend workshops.
