Ocean Associates Inc. is hiring a full-time Database Specialist V to provide Database Specialist Services to NOAA’s National Marine Fisheries Service Greater Atlantic Regional Fisheries Office (GARFO) in Gloucester, Massachusetts, paying $60.00 to $80.00 per hour, with an anticipated start date of 21 August 2026 contingent on contract award.

Ocean Associates Inc. (OAI) is a Virginia corporation established in 2003 that provides consulting and technical services to the U.S. government, NGOs, international organisations, and the private sector. OAI specialises in scientific program and project management, strategic planning, professional and technical services, and stakeholder engagement supporting government contracts.

GARFO’s Technology and Data Management (TDM) division provides web and mobile applications, technical services, and support for approximately 16,000 internal and external customers including fisheries management councils, state and U.S. Coast Guard law enforcement, state fisheries managers, and the commercial fishing industry. GARFO manages Fisheries Dependent Data (FDD) collected pursuant to federal fisheries regulations, stored in an Oracle DBMS, with active modernisation projects underway across data architecture, AWS implementation, legacy migration, and PL/SQL development.


Responsibilities

  • Scope data design, architecture, analysis, and PL/SQL development across Oracle databases at NMFS facilities and in AWS.
  • Analyse legacy NOAA Fisheries databases.
  • Create new architectures with the goal of modernising and consolidating databases where possible.
  • Design IT architecture and database systems for NOAA at an enterprise level.
  • Define system and application architecture and provide vision, problem anticipation, and problem solving to NOAA Fisheries.
  • Deliver completed Oracle DDL and PL/SQL compiled and implemented into NMFS Oracle DBMS systems.

Requirements

  • Master’s with 8 years of relevant experience, or Bachelor’s with 10 years of relevant experience.
  • Demonstrated knowledge of Greater Atlantic fisheries management agencies, business rules associated with Greater Atlantic fishery management regulations, and fishery management systems including the Greater Atlantic Fish Online application.
  • Ability to work in Oracle Enterprise Database 19C and above, both on premise and cloud-based.
  • Experience with Oracle Cloud Control, SQL Developer, Oracle APEX, and Toad.
