California Offshore Drilling Campaign Manager

The Surfrider Foundation is hiring a California Offshore Drilling Campaign Manager to lead its statewide campaign opposing new offshore oil and gas drilling in federal and state waters off the California coast. The role is a one-year grant-funded position (continuation contingent on further funding) reporting to the Senior Ocean Protection Manager, Pete Stauffer. The position is remote or hybrid based in California, with significant travel between San Diego and San Francisco, most travel in Southern California between San Diego and Santa Barbara, and periodic travel to Sacramento.
The Campaign Manager designs and executes a comprehensive campaign strategy to defeat proposed offshore drilling expansion in California, working with coastal cities and counties, state agencies, tribal partners, fellow environmental organisations, and Surfrider chapters across the state. The role coordinates policy advocacy, public mobilisation, communications, coalition building, and grassroots organising to maximise impact on federal and state decision-making, including the Bureau of Ocean Energy Management leasing process and state legislative and administrative actions.
Day-to-day responsibilities include managing Surfrider local chapters and grassroots volunteer organising statewide; developing and delivering testimony, comment letters, and policy briefings; engaging with the press and producing campaign content for digital channels; tracking offshore oil and gas leasing developments and California Coastal Commission proceedings; preparing materials for funders and Surfrider leadership; and partnering with the Communications and Development teams to grow campaign visibility and resources.
Required qualifications include several years of experience in environmental campaigns, advocacy, organising, or government relations, ideally on energy, ocean, or coastal issues; demonstrated ability to lead multi-stakeholder coalitions and influence policy outcomes; strong written and verbal communication skills including public speaking and media engagement; familiarity with the California political and regulatory environment; and willingness to travel extensively across the state. Spanish-language fluency and prior experience working with frontline communities and tribal nations are desirable.
