Rare is hiring a Program Implementation Associate to support the Fish Forever programme in the Leyte Gulf region of the Philippines. The Associate provides key support in leading programme implementation for Fish Forever and upcoming projects in the Leyte Gulf cluster, participates with the broader Program Implementation Team (PIT) in planning, implementation, and review of all cluster projects, and coordinates closely with the Shared Services Group (SSG) Philippines. The role also supports technical work on Managed Access Area and Reserve (MA+R) management, fisheries policy development and law enforcement, and programme monitoring, evaluation, and learning.

The role covers five main areas. Program implementation: supporting Fish Forever rights-based and community-based fisheries management through MA+R; programme management in assigned sites including integrated planning, budget leveraging, site-level oversight, monitoring and evaluation, and cluster-wide reporting; coordinating resource sharing across sites; supporting site-level roadmap development that integrates MA+R with behaviour change and economic resilience strategies.

Technical support for programme implementation: serving as facilitator or resource person on marine protected areas, governance, and fisheries management during capacity building activities; coaching co-delivery partners; working closely with Site Implementing Partners (provinces, LGUs, alliances) on governance, enforcement, and monitoring. This includes organising and strengthening MA+R Management Boards and Management Committees, formulating or updating Coastal and Fisheries Resources Management (CFRM) Plans, building alliance capacity in coastal law enforcement, rolling out MPA MEAT, FishMARK, Fish Forever Savings Clubs digital ledger, and other MEL tools, forming and strengthening financial inclusion and resilience groups including savings clubs, streamlining Municipal Fisheries Registration and Licensing (MFRL), supporting catch monitoring via OurFish and other tools, and co-developing capacity building modules built on adult learning principles.

Partnership management: actively supporting the engagement of mayors through the Coastal 500 network, MOAs, Municipal Fisheries Ordinances, and LGU budget and personnel allocations; continuously scanning for new partnership opportunities; managing co-delivery partnerships at provincial and regional level; supporting inter-municipal alliance building; and coordinating with BFAR, DENR, provincial governments, alliances, people organisations, academic institutions, and other NGOs. Reporting: participating in team meetings, inputting implementation progress, representing the PIT or Rare at community, LGU, partner, and staff meetings, assisting in crafting presentations and reports, and contributing to donor reports.

Required qualifications include a Bachelor degree in fisheries, biology, marine biology, environmental science, social science, community development, or a relevant field; at least 2 years experience in a team-based environment; fluency in Filipino, Waray, and English; demonstrated project management skills in a development setting; experience in biodiversity conservation, marine protected areas, fisheries governance, or coastal resource management; competence with MS Office and mobile productivity apps; experience in event organising, facilitation, and training delivery; good interpersonal skills; and willingness and ability to travel domestically. Desirable qualifications include experience in social marketing and behaviour change interventions, and skills in GIS mapping, graphic design, and audio-visual production.
