California Coastal Commission

The California Coastal Commission is hiring an Associate Coastal Planner (Coastal Program Analyst II) for a 12-month limited-term, full-time position based in its North Coast District Office in Arcata, Humboldt County. The role may be extended up to 24 months or become permanent. The selected candidate may be hired at the Coastal Program Analyst I or II level depending on experience. The Commission carries out the California Coastal Act and works to protect, conserve, restore, and enhance California coastal environment in the North Coast region.

The Associate Coastal Planner reviews and processes coastal development permits, local coastal program amendments, federal consistency reviews, and other planning matters within the North Coast District. The role involves field investigations, public hearings, and consultation with local governments, applicants, agencies, tribes, and members of the public. The Planner prepares clear, well-supported staff reports and recommendations consistent with the Coastal Act and certified Local Coastal Programs, and provides technical guidance on coastal resource issues including public access, sensitive habitat, hazards, and water quality.

Required qualifications include those established for the Coastal Program Analyst series under the State of California civil service system. Candidates should have strong analytical, research, writing, and public communication skills, the ability to manage multiple complex projects with overlapping deadlines, and an interest in coastal planning, environmental policy, and community engagement. Familiarity with the California Coastal Act, local government planning, the California Environmental Quality Act, GIS, and North Coast environmental and cultural resources is desirable. Spanish-language ability and experience working with tribal governments and underserved communities are an asset.

The role is hybrid, combining in-office and approved remote work under the Commission telework policy. Occasional travel to other parts of California is required. Benefits include CalPERS retirement, health, dental, and vision coverage, paid holidays and leave, and access to a robust state employee benefits package. Applicants must submit their application through the CalCareers portal by the deadline; alternate range hires (Coastal Program Analyst I) may also be considered.
