Coral Reefs Are Losing the Time They Need to Recover, Largest Ever Global Assessment Finds
Four decades of monitoring across nearly 37,000 reef sites show global hard coral cover down by a relative 9.5% since the reference period. The finding the report’s authors are most concerned about is not that number, but the shrinking gaps between the marine heatwaves that produce it.

On 31 August 2026, during the 55th Pacific Islands Forum Leaders Meeting in Koror, Palau, the Global Coral Reef Monitoring Network released Status of Coral Reefs of the World: 2025, the seventh edition of its flagship assessment and the largest synthesis of reef monitoring data yet assembled. It draws on 21.1 million observations from 87,299 surveys at 36,886 sites in 124 countries, territories and economies, contributed by 600 partners. That is roughly three times the data behind the 2020 edition.
The headline figure is a relative decline of about 9.5% in global hard coral cover. But the report’s more consequential argument sits underneath it. Reefs have not lost the ability to recover. They are losing the time in which to do it.
A staircase, not a slope
Global hard coral cover averaged 30.2% across the 1980 to 2009 reference period and 27.3% across 2020 to 2024. That is a relative decline of 9.5%, with a 95% credible interval of 4.0 to 14.5%. Between 2023 and 2024 alone, cover fell by a relative 8.9%, the largest single-year loss in the record, bringing the 2024 figure to 25.8%.
The decline is not gradual. It arrives in steps that line up with the four global bleaching events recorded since 1998, each associated with a relative loss of between 6.5 and 9.9% of global hard coral cover. The report attributes the pattern to climate-driven marine heatwaves, noting that satellite records show sea surface temperatures over coral reefs rose 0.81 °C between 1985 and 2025.
Reefs still recover when they are given the chance
After the third global bleaching event, global average hard coral cover rose by a relative 6% between 2017 and 2019, with a credible interval of 2.1 to 10.0%. It did not return to reference levels, and the report notes that no such return has occurred at any point since 2010. But it establishes that the underlying capacity to regain cover is intact.
What has changed is the interval. In many regions the gap between major disturbances has shortened from roughly one a decade to one every four to six years.

The global average hides ten different stories
Across the ten GCRMN regions, four show strong evidence of long-term decline, four show no clear net change against the reference period, and two show increases. The report is explicit that the two increases are recoveries from reference states that were already degraded, which is a different thing from reefs in good condition.

The report links this divergence to compounding local pressures that sit alongside heat stress: crown-of-thorns starfish outbreaks, tropical cyclones, pollution, coastal development and unsustainable use of marine resources. Its conclusion is that reef trajectories are region-specific enough that threat reduction has to be prioritised at every scale, not just the global one.
What the headline number does not capture
The authors describe their own estimate as statistically robust but conservative, for two reasons worth stating plainly. Data are sparse in the early years, which limits the accuracy of the reference period, and that reference period almost certainly already contained degraded reefs. Where early data are thin, the true long-term loss is likely to be steeper than the numbers show.
The second gap is more immediate. The fourth global bleaching event, the largest and most intense on record, began in 2023 and concluded in 2025. The data in this assessment stop at 2024, so its full ecological impact is not reflected here at all.
González Rivero puts the timing more bluntly than the report does. Many reefs hit by the unprecedented heat of 2024, he says, will have had little more than a year to begin recovering before the next event arrives, because of this year’s El Niño.
That warning is not speculative. NOAA’s Climate Prediction Center has had an El Niño Advisory in force since June 2026, and its August discussion put the odds of a very strong event during the northern hemisphere autumn and winter above 90%. If that verifies, reefs damaged in 2024 will have had a recovery interval measured in months, against the five to six years the report already treats as dangerously short.
Macroalgal cover, the report’s complementary indicator, has risen by a relative 44.1% since the reference period, with most of that increase after 2010. In absolute terms it remains low, at 6.8% in 2024, and the report is careful to say this does not signal a global shift to algal dominance. It flags the Caribbean, and nearshore reefs subject to nutrient enrichment and herbivore loss, as the places where that risk is real.
The broader caveat is one conservation professionals will recognise. Hard coral cover alone does not fully describe reef condition. Cover can look stable while coral assemblages shift, fish biomass falls and ecosystem function erodes underneath.
Different futures are still available
The report simulates trajectories through the century under different disturbance intervals. Where major disturbances arrive more often than once a decade, coral cover declines continuously. At the current frequency of five to six years, reefs are expected to keep losing cover. The strongest pathway it identifies combines ambitious emissions cuts with effective management of local pressures. Neither substitutes for the other, though the report notes that reefs under lower local pressure both resist and recover from heat stress more effectively.

The report positions its evidence base against several policy frameworks: the Paris Agreement temperature goals, the Kunming-Montreal Global Biodiversity Framework, of whose 23 targets it counts 16 as highly relevant to coral reefs, ICRI’s Key Policy Asks for Coral Reefs, UNEA Resolution 7/1 and IUCN Resolution WCC-2025-Res-037.

What the network says it needs next
Six priorities for global coral reef monitoring
- Resourcing. Increase funding, particularly for developing nations.
- Coverage. Extend monitoring in time and space, prioritising regions that hold a large share of the world’s reefs but remain understudied.
- Standardisation. Converge on common methods so data are comparable across programmes.
- Data access. Improve discoverability and interoperability while recognising data ownership under the FAIR principles.
- Indicators. Raise taxonomic resolution and broaden indicators beyond hard coral cover.
- Integration. Combine ecological with socio-economic indicators to support whole-system interpretation.
The report also makes a point about who does the monitoring. It identifies sustained investment in capacity, particularly for Least Developed Countries and Small Island Developing States, as central to whether the evidence base holds, and names Indigenous Peoples and local communities as playing a vital role through stewardship, local knowledge and management.
Why this matters beyond the reef
Coral reefs cover less than 0.2% of the ocean floor and support more than a quarter of all marine species. Around 104 million people now live within five kilometres of a reef, an increase of 46% between 2000 and 2020, which the report reads as both growing dependence and growing pressure.
The press materials also carry a set of economic valuations, including 9.9 trillion US dollars a year in ecosystem services and 36 billion in reef tourism. These are drawn from earlier published estimates by Costanza and colleagues in 2014 and Spalding and colleagues in 2017, rather than from new analysis in this assessment, and are best read as context for the findings rather than as findings themselves.
The conclusion the authors draw is deliberately not a terminal one. Coral reefs, they write, have not crossed a point of no return. They retain the capacity to recover where disturbance intervals allow it. Whether that capacity is realised depends principally on how far and how fast ocean warming is limited.
