The Louisiana Housing Corporation (LHC) seeks a meticulous and experienced Environmental Impact Manager to ensure compliance with federal and state environmental regulations for a broad range of housing and community development projects. With a keen eye for detail, you’ll expertly navigate NEPA, HUD regulations, and related laws, serving as the LHC’s environmental expert. This role demands strong collaboration with internal staff, contractors, external partners, and HUD representatives.

Key Responsibilities

  • Environmental Reviews: Oversee environmental compliance for diverse LHC programs. Conduct reviews, prepare technical studies, identify potential impacts, and recommend mitigation measures.
  • Technical Expertise: Provide technical assistance and training on environmental regulations to staff and partner organizations. Manage software solutions to streamline environmental reviews.
  • Federal and State Collaboration: Coordinate closely with federal agencies (EPA, Fish and Wildlife, US Army Corps of Engineers, etc.) and state entities (LDEQ, LDWF, SHPO, etc.) on environmental matters.
  • Policy and Process: Implement environmental policies, staying current with HUD updates. Track projects, complete Environmental Review Records (ERRs) in HEROS, submit Requests for Release of Funds (RROFs), and manage project budgets.
  • Historical and Tribal Liaison: Consult with Louisiana Division of Historic Preservation (SHPO) and Tribal Historic Preservation Offices (THPOs) on projects requiring Section 106 review, leading negotiations on mitigation activities when necessary.
  • Supervisory: Train and guide LHC staff on special environmental assessments, including noise, air quality, wetlands, floodplains, lead-based paint, and environmental justice.

Qualifications

  • Bachelor’s degree in one of the following fields: biological sciences, sociology, economics, anthropology, forestry, chemistry, geology, physics, geography, environmental science/ecology, wildlife and fisheries science, engineering, landscape architecture, architectural history, architecture or archeology followed by four years of professional level environmental science, natural resource management or cultural resource management experience.
  • Minimum of 5 years of direct experience in environmental compliance, with a strong focus on NEPA and HUD Part 58 regulations.
  • Demonstrated knowledge of federal and Louisiana environmental laws and regulations.
  • Exceptional analytical and problem-solving skills; adept at researching, interpreting, and applying complex regulations.
  • Strong project management skills, with the ability to track multiple projects simultaneously and meet deadlines.
  • Excellent written and verbal communication; able to prepare technical reports as well as communicate effectively with diverse stakeholders.
