About the Sargasso Sea Commission
The Sargasso Sea Commission, whose mandate is to “exercise a stewardship role for the Sargasso Sea and keep its health, productivity and resilience under continual review,” was established by the Government of Bermuda pursuant to the 2014 Hamilton Declaration, a non-binding political statement signed by ten governments designed to encourage and facilitate voluntary collaboration toward the conservation of the Sargasso Sea. The Intergovernmental Oceanographic Commission (IOC) of UNESCO is the Implementing Partner for the GEF-UNDP Sargasso Sea Project.
The role
Within the framework of the Sargasso Sea Project and under the supervision of the Head of the Marine Policy and Regional Coordination Section, the Consultant will support the delivery of project objectives related to enhancing ocean governance, improving the knowledge base, and supporting regional cooperation for the sustainable management of the Sargasso Sea ecosystem. This call is aimed at the recruitment of a Consultant as Project Communications Consultant, focused on communications for the Sargasso Sea Commission (GEF-UNDP-UNESCO-IOC and FFEM projects). The Consultant will report to the Head of the Marine Policy and Regional Coordination Section and will coordinate closely with the Secretariat of the Sargasso Sea Commission and the Chief Technical Advisor.
Responsibilities
- Develop a Communications and Knowledge Sharing Strategy
- Identify various information packages needed to support the Project and to inform partners and stakeholders
- Assist in the preparation of specific information documents for senior managers and policy makers (including Policy Briefs)
- Prepare and distribute general updates and briefings for the various stakeholders at various levels
- Coordinate and promote high-quality contributions from Project partners to the scientific literature
- Assist in the development and populating of a Project website, and in establishing linkages to other related websites (including IW:LEARN)
- Provide IW:LEARN with Experience Notes as appropriate; assist in capturing Lessons and Best Practices for the Mid-Term Review and for the Terminal Evaluation
- Assist the Project Coordinator in organising and running an end-of-Project Workshop to present lessons and practices from the Project
Qualifications and experience
- Academic qualifications: a bachelor’s degree either in communications or in an environmental field relevant to the Project (ideally both)
- Years of experience: five years of work experience in communications, preferably related to environmental and marine issues, including high seas conservation
- Technical experience: evidence of successful communication and awareness raising through specific cases related to the above-mentioned Projects, i.e. the Thermal Dome and the Sargasso Sea; excellent computer skills and experience in preparing and maintaining communication materials; excellent English writing and communication skills; knowledge of Canva and Adobe
- Desired competencies: capacity to work as part of a multidisciplinary team; good networking and negotiation skills; demonstrated ability to work with minimum supervision, be dynamic, proactive and creative
Salary and benefits
The amount to be charged for the assignment is quoted by the consultant in US dollars or in euros only. The consultant will be paid on a monthly basis upon receipt of satisfactory monthly activities reports. Proposals are scored 70% on technical competence and 30% on price. UNESCO will not reimburse any taxes; individual consultants are not entitled to paid annual or sick leave and arrange their own medical insurance.
Location and schedule
The Consultancy will be primarily home-based. Full-time basis for a period of 8 months maximum; one working day is defined as 7.5 hours of work. Any travel will be agreed with the consultant and covered by the Project. The consultant must supply their own laptop, software, and a reliable workspace and internet connection.

The written proposal should comprise a Technical Proposal (an up-to-date CV, a motivation letter, and an indication of the approach and methodology, a workplan and any comments on the Terms of Reference) and the amount to be charged for the assignment. Proposals and supporting documents must be in English or French and must not exceed 5MB.
