Asia Regional manages over 100 projects across Asia as part of its growing portfolio. The region’s donors include a diverse range of bilateral donors and multilateral funds like the Global Environment Facility (GEF) and Green Climate Fund (GCF). IUCN Asia intends to increase its portfolio performance management and operational efficiency by enhancing and harmonising the portfolio data monitoring and management across the organisation.
IUCN Asia is hiring a Portfolio Support Officer to support the institution’s performance management, he/she will support the regional portfolio data management system upkeeping and contribute to the region’s leadership in strategic performance management. He/she would primarily handle and process large volumes of project performance and financial data, create reports, and provide actionable insights to support strategic decisions aligning institutional policies, practices, standards, and systems.
Job Description
Major Responsibilities:
- Under the overall guidance of the Regional Director and direct supervision of the SSG’s Head of Programme Management, the Portfolio Support Officer will support project portfolio management, monitor portfolio performance, and assist the Regional Multilateral Portfolio Manager in managing the multilateral finance portfolio.
Specific Duties
The Portfolio Support Officer will be responsible for the following specific duties:
- Portfolio management support
- Support the Head, Programme Management in streamlining and harmonising IUCN policies, practices and tools related to regional portfolio management and pipeline development.
- Take operational responsibility in the implementation of IUCN’s: i) programme guidelines and standards (PGS), ii) project appraisal and approval system (PAAS) and associated regional guidelines for project screening and prioritisation, iii) project typology and budgeting framework, and iv) enterprise risk management policy and internal control framework.
- Guide and assist project managers in the regional and country offices on project portal functionalities such as: data entry and updating, workflow and business process, and data-report generation.
- Work closely with relevant ARO units, including Finance, HR, Legal, and ESMS, to ensure that project portal data are correct, complete, updated, and institutionally compliant.
- Support ARO Science and Strategy Group (SSG) in preparing budget components and financial requirements of project proposals.
- Portfolio performance monitoring
- Prepare periodic and on-demand portfolio updates covering implementation progress and financial performance to inform the strategic review and planning by the Regional Management Committee (RMC) and Regional Coordination Committee (RCC).
- Support the Head, Programme Management in: i) coordinating regional implementation of the institutional annual cycle of portfolio planning, monitoring and reporting; and ii) consolidating and submitting datasets, information materials and reports for compliance with Secretariat-wide policies and procedures.
- Liaise with i) the Regional Finance unit in portfolio-wide project budget tracking and fund utilisation, ii) the Regional Human Resources unit in office/project workforce planning, and iii) the ARO Administration unit in operational, logistical and procurement support services to projects under the Regional Office’s programme units.
- Undertake portfolio analysis based on key performance metrics, data visualisation for the regional management online dashboard, and general database maintenance to support regional programme management.
- Multilateral finance portfolio support
- Support the ARO Multilaterals Portfolio Manager in monitoring the GEF and GCF regional portfolio of projects in implementation and the pipeline of projects in development.
- Assist in i) organising, preparing and documenting project review meetings; ii) continuous functions for engagement and follow up with project management units, executing agencies and execution teams; and iii) internal and external communications support to GEF and GCF portfolio management.
- Perform data entry and uploading of information in online portals such as for i) GEF Annual Project Implementation Reports and GCF Annual Performance Reports, and ii) project concepts/PIFs and proposals with the required supplementary materials.
- Support the Portfolio Manager in the overall coordination of regional teams of staff, consultants and partners in developing GEF and GCF concepts and products.
Requirements
- Bachelor’s degree in information systems, statistics, business administration, computer science, or a related field. A Masters degree in data science, business analytics, computer science, or an MBA will be an added advantage.
- Minimum five years of experience in data analysis, business intelligence or a related field.
- Strong technical skills in data management systems, MS Excel, and data visualisation tools, i.e., PowerBI, Tableau, etc. and familiarity with donor-specific portals. Relevant certifications in BI tools or data analysis will be added advantage.
- Strong ability to analyse complex data sets and extract meaningful insights
- Excellent verbal and written communication skills.
- Strong critical thinking and problem solving skills
- Ability to manage multiple tasks and meet deadlines in a dynamic environment.
