Background
The Blue Peace project aims to foster equitable water resource management in Central Asia to ensure sustainable socio-economic growth and regional stability. With the overarching objective of benefiting Central Asian populations through climate-resilient and sustainable water management, the project outlines three outcomes, each targeting different levels of intervention.
The project adopts a multi-level and multi-stakeholder approach. IWMI is the project lead, in partnership with IUCN and CAREC. The three objectives include:

The Deputy Project Lead / Objective 1 Lead will ensure delivery of IUCN’s outputs under Objective 1 and support the Project Team Lead. The Project Implementation Unit (PIU) is based at IWMI’s Office in Tashkent, Uzbekistan.
Job Description
Project Leadership & Coordination
-
Support the Project Team Lead in strategy, workplan, budget, and timeline oversight.

Provide project management leadership for Objective 1 and IUCN activities under Objective 2.

Liaise with project stakeholders including donors, government agencies, and regional institutions.

Represent IUCN at key events and meetings.
-
Ensure compliance with project deliverables and performance indicators.

Identify and mitigate project risks.
Project Management & Implementation
-
Lead implementation of Objective 1 in alignment with project strategy.
-
Collaborate with the Project Team Lead and Coordinator on day-to-day operations.

Engage with IUCN HQ and the Environmental Law Team on hydro diplomacy and transboundary issues.
Monitoring, Evaluation, and Reporting

Contribute to the M&E framework.

Conduct field assessments and gather stakeholder feedback.

Salary
Between EUR 44,117 and EUR 55,146 plus benefits.
Requirements
Essential:
-
Postgraduate qualifications in water resources, environmental science, governance, political science, or related fields.

Minimum 10 years’ experience in Central Asia.

Experience in climate resilience and water management projects.
-
Strong stakeholder engagement experience at all levels.

Excellent interpersonal, verbal, and written skills in English and Russian.

Teamwork in multicultural environments.
Desirable:

Project Management qualification and/or experience.

Strong relationship-building skills with project partners and communities.
