The Department of Natural Resources (DNR) has an exciting opportunity within our Aquatic Resources Division. Help us manage state-owned aquatic lands so that people, habitats, fish, and wildlife thrive in perpetuity.

We are looking for an experienced leader to be the Aquatic Resources Assistant Division Manager for Budget and Business Operations. The Assistant Division Manager serves as a leader in the division and supports developing and maintaining an inclusive, respectful, and welcoming work environment for all. The position works with division and agency leadership to individual citizens, private industry, Tribes, other governments, and stakeholders to ensure resources are managed to preserve ecological and economic viability, including clean-up, pollution prevention, habitat conservation and protection, restoration, and assessment of proper use of state-owned aquatic lands. This is accomplished primarily through aquatic land leasing.

The position acts as a principal assistant to the Aquatic Resources Division Manager and plans, leads, and organizes the work performed by the Budget and Business Administration Section.

Ensures workflow, sets priorities, sets standards, and ensures quality staff work, provides guidance and training, and supervises a section of 8 employees. Assures appropriate and optimum use of the organization’s resources and enhances the effectiveness of employees through timely appraisal and professional development opportunities. Supports effective communications throughout the organization. Maintains the highest standards of professional and ethical conduct.

Duties

Responsibilities:
The Assistant Division Manager for Budget and Business Administration is responsible for the following:

  • Coordinates and leads the Aquatic Resources Division Management Team in developing biennial budget requests and allotments (operating, capital, and others), including working with other ADMs to develop spending plans that incorporate sound estimates of required funding needed by major objects of expenditure. Provides expert analysis and advice as requested. Manages processes for requesting new or reallocating existing funds.
  • Provides leadership and engagement on the Division’s fiscal contracts. Coordinates with the Office of Legal Affairs and Business Practices and Office of Finance, Budget, and Economics to ensure compliance with procurement laws and requirements.
  • Leads the team that manages the Division’s IT platforms (i.e., ACDC, NaturE) used to manage business administration and the development of new web applications and data management.
  • Develops and implements protocols and procedures needed to manage the Division’s business functions.
  • Sets expectations, provides feedback, coaching staff, and prioritizes workload for the Budget and Business Administration team.
  • Ensures that the team achieves the DNR vision and mission and does so consistently with the DNR values and core competencies.
  • Plays a key role in the development of policy, procedures, and guidance for the Aquatic Resources Division.

Qualifications

Required Qualifications: 

  • Bachelor’s degree in business management, public administration, or related discipline;
    OR a combination of relevant experience and/or education.
  • At least five years of experience developing and implementing budgets, tracking expenditures, and developing written and verbal budget reports.
  • Experience writing, reviewing, and/or managing grants and contracts.
  • Experience working in a team and collaborating with the team to develop budgets, contracts, or other financial instruments.
  • Advanced knowledge and experience in budget development and oversight, as typically acquired through at least three years of success managing an annual budget of $1 million or more.
  • A working knowledge of business administration systems.
  • Excellent verbal and written communication skills to convey complex topics to technical and non-technical audiences.
  • Proven experience managing a high-performing team of professionals to achieve program deliverables and priorities.
  • Ability to lead internal and external working groups as needed to further agency projects and initiatives.
  • Superior leadership and collaboration skills including the ability to listen, understand, facilitate, negotiate, and work skillfully in those settings to support a wide array of interests and objectives.
  • Experience working with diverse and competing interest groups to develop solutions and resolve conflicts around high-profile projects or issues.
  • Demonstrated ability to develop and manage multiple program budgets to achieve deliverables and priorities.
  • Ability to function largely independently, making sound decisions in a complex, diverse operating environment.
  • Ability to develop, maintain, and strengthen partnerships with others, both inside and outside the organization.
  • Proficiency with computers, Microsoft Office applications, and SharePoint.
  • Advanced skills in data organization and analysis tools (for example, Excel).
  • Demonstrated strong organizational and project management skills.
  • Ability to convey messages correctly, clearly, and persuasively using excellent written, verbal, and public speaking skills to a variety of audiences.
  • Ability to understand complex planning and policy issues and apply understanding to accomplish agency goals and objectives.
  • Understanding and experience effectively communicating and representing program area topics to stakeholders.
  • Highly inspirational and engaging with other professionals – the ability to mobilize people and to find synergy in work.
  • Visionary and adaptable to changing organizational environments – the ability to identify/anticipate future needs to increase successful outcomes.

Special Requirements and Conditions of Employment:

  • Work is primarily in an office setting.
  • Minimal in-state travel may be required to attend meetings at District offices and other locations to provide support. Travel will rarely include overnight stays, but may require a longer workday.

Desired Qualifications:

  • Three years of successful supervision.
  • Master’s degree in business management, public administration, or related discipline.
  • Certified public notary.
  • Significant experience participating in the legislative process to analyze the fiscal and program impacts of proposed legislation.
  • Experience developing and administering grant programs.
  • Experience with the state legislative process.
  • Knowledge of applicable statutes and rules and purchasing and contracting rules and procedures.
