If so, please consider applying for the Materials Management Grant and Contract Analyst (Program Analyst 3) with the Department of Environmental Quality (DEQ).
The Materials Management Grant and Contract Analyst will provide critical support to DEQ’s Materials Management Program, which is focused on reducing the environmental and social impacts of materials and products throughout their full life cycle. The Product Stewardship team develops and implements incentive, product stewardship, and extended producer responsibility programs. We work with partners statewide and beyond to pursue Oregon’s 2050 Vision for Materials Management and Framework for Action.
The Materials Management Program is part of DEQ’s Land Quality Division. Land Quality programs support DEQ’s mission through a wide range of environmental work, including assessing and managing environmental cleanups, safely managing the disposal of solid and hazardous wastes, and responding to spills of oil and hazardous materials. What you will do!
You will coordinate Materials Management Program policy and program development for statewide processes and procedures, such as new grant program design; grant evaluation and reporting; contract development; grant and contract administration, monitoring, and tracking; and guidance development. You will lead the design, development and launch of a new, large grantmaking program funded by producers of packaging, printed paper and food serviceware. For this new program, you will lead a project team within Materials Management from the initial stages of project conception and design through launch and implementation. This will require coordinating with agency Financial Services staff, participating in internal and external outreach and engagement, developing standards of program operation, and evaluating program impacts.
You will also support broader division strategy for grants and contracts, evaluating program outcomes and development of standards across the division. Your work will be collaborative and iterative, and you will develop relationships internally across programs and with the private sector, community organizations, and interested parties. All of your work will be based on a foundation of equity, inclusion, and environmental justice.

What are we looking for?
Minimum Qualifications: Bachelor’s degree in a business or public administration, behavioral or social sciences, environmental sciences or natural resources, or a related degree, AND 4 years of experience coordinating or administering a program (an equivalent combination of education and experience is acceptable).
Candidates who are most competitive will also reflect the following:
- Environmental Justice and DEI: Demonstrated understanding of environmental justice and the historical impacts for marginalized and underrepresented communities; ability to take personal responsibility for increasing their knowledge of environmental justice and diversity, equity, inclusion, and belonging.
- Materials Management: Interest in materials prevention, reuse, and recovery practices and alternatives; interest in the life cycle impacts of products and materials and the reduction of those impacts.
- Program Development and Administration: Experience developing and establishing new program guidelines and structure to achieve program goals; ability to determine program priorities and direction; and develop options for implementation.
- Grant and Contract Management: Knowledge of, and experience with, requirements for managing and administering state (or other government) grant awards and pass-through funding, including the ability to successfully complete the Oregon Contract Administration Training Certificate within 2 months of hire.
- Project Management: Experience with project management processes and best practices; demonstrated experience managing complex projects including organizing, planning, tracking deadlines, identifying potential problems, recommending solutions, and coordinating work of others.
- Organizational Skills: Excellent problem solving, organizational, time management, and analytical skills.
- Fiscal Management and Reporting: Experience implementing and monitoring sound fiscal management and reporting requirements; experience tracking and reporting program metrics and performance.
- Program Evaluation: Experience conducting in-depth evaluations of program operations, conducting research, and adapting or creating new procedures to solve program issues.
- Relationships and Collaboration: Demonstrated experience building and fostering relationships with a diverse group of partners including managers and colleagues, interested parties, communities, organizations, regulated entities, and businesses; skill in conflict resolution, negotiation, and collaboration.
- Communication Skills: Excellent verbal and written communication skills; skill in writing and presenting clear and concise reports for diverse audiences.

This position will be based out of DEQ’s Headquarters office in Portland, however, the successful candidate may be eligible for hybrid work. The logistics of hybrid work will need to be worked out with the Hiring Manager prior to your hire and may be changed at any time given specific job duties and business needs. DEQ will provide necessary hardware (laptop, monitor, keyboard, mouse, and cell phone) for an employee to successfully work from home. At DEQ sites, you will have access to a workspace, however, it may be shared with other employees.
There will be occasional travel to attend meetings, seminars, public hearings, workshops, conferences, and trainings, some of which may involve evening work, weekend work, and/or overnight stays. Ability to occasionally lift up to 25 pounds required.
