About the Position

The South Carolina Sea Grant Consortium (Consortium) is seeking a Human Resources Manager to be based within the Administrative department at the Consortium’s office in Charleston, South Carolina.

A state agency established to manage the Sea Grant College Program for South Carolina, the Consortium optimizes the environmental, social, and economic potential of coastal and marine resources of the state and region through the support and dissemination of high-quality research, extension, education, and communications programming.

Responsibilities

Act as the Human Resources Manager and Employee Benefits Manager for the Agency ensuring accurate compensation and benefits, conducting energetic recruitment, providing training and development opportunities and tracking, managing performance records, leading on employee relations and engagement and working with the agency management team for human resources planning. This position also provides tertiary support for various back-end accounting and finance functions as needed.

Job Duties

  • Manages personnel records (position descriptions, etc.) and coordination with State Office of Human Resources
  • Conducts on-boarding and termination of Agency personnel
  • Coordinates and  tracks  the annual EPMS process and associated Agency Pay Plan initiative
  • Updates and maintains Employee Handbook and Policy & Procedures Manual in a document and works with communications to include in an Internet-based document
  • Attends state HR trainings/meetings/workshops and disseminate information to Agency staff
  • Coordinates in-house employee trainings as required by the State and requested by agency committees
  • Analyzes and submits quarterly payroll (salary/wages) expenditures for the Agency
  • Provides other primary Human Resources management for the Agency as required
  • Communicates and manages the employee benefits and open-enrollment processes for Agency
  • Administer the State, Optional, and Deferred Compensation Retirements for the Agency
  • Coordinate employee participation and maintain records for the S.C. Retirement System
  • Reconcile employee/employer benefits and retirement programs expenses of the Agency
  • Coordinate employee participation in state sponsored wellness program(s)
  • Attend state BA trainings/meetings/workshops and disseminate information to Agency staff
  • Ensure payroll tax information is received and distributed on-time to Agency personnel
  • Provide other primary Benefit Administration for the Agency as required
  • Assume a leading role on the Agency’s Diversity, Equity and Inclusion Committee
  • Schedule monthly meetings for the Committee and coordinate quarterly staff trainings
  • Enhance the Agency’s diversity awareness, inclusion efforts, and equity practices
  • Research and investigate new training opportunities for Agency staff (as resources provide)
  • Continually update and maintain the Consortium’s Diversity Work Plan
  • Ensure the Agency implements DEI strategies throughout its day-to-day activities

Qualifications

Required Qualifications

  • A Bachelor’s degree (preferably in business, human resources, or similar) with at least two (2) years of experience related to human resources management and Employee Benefits Administration.
  • Applicant must be proficient in Microsoft Office programs including, but not limited to: Excel, Outlook, PowerPoint, Word, Teams etc.

Preferred Qualifications

  • Five (5) years or more years of experience in Human Resources Management and Employee Benefits Administration.
  • Additional work experience with accounts payables (A/P), accounts receivables (A/R) and other general finance/accounting.
  • Familiarity with the South Carolina Enterprise Information Systems (SCEIS) and South Carolina Public Employee Benefit Authority (PEBA) Retirement Systems and Health Plans.

Position Type

Regular, full-time Human Resources Manager I position; South Carolina state classification code AG12 and pay-band six (6). Agency hiring range: $46,655 to $66,488. The finalist for this position must successfully complete an E-verify and driver’s license background check.
