Ocean Associates, Inc. (OAI) is seeking a candidate to support NOAA’s National Marine Fisheries Service (NMFS), Office of Protected Resources (OPR) in Silver Spring MD. OAI supplies personnel support services on contract to government and industry clients for marine fisheries and protected species. The employee will support the OPR in providing wind development expertise for the review of Marine Mammal Protection Act (MMPA) Incidental Take Authorization (ITA) requests. This is a full-time position based on 40 hrs. /week with generous employee benefits.

Duties:
- Support the processing of incidental take authorizations (ITA) requests pursuant to Section 101(a) (5) of the Marine Mammal Protection Act (MMPA). Specifically, in conformance with NMFS’ policies, review applications; conduct analyses; review/draft necessary supporting documents; and design/implement tracking mechanisms, as required. Provide similar support for related Endangered Species Act and National Environmental Policy Act compliance for these MMPA ITAs.
- Support the critical analysis of scientific literature, agency documents, and other applicable information to assess impacts of offshore wind development and related infrastructure activities on marine mammals and develop and/or evaluate mitigation and monitoring to support agency findings under the MMPA.
- Support compliance of MMPA ITAs with Section 7 of the Endangered Species Act, the National Environmental Policy Act, the National Marine Sanctuaries Act, the Administrative Procedures Act, and other applicable statutes.
- Assist in the administration and organization of Federal records for these projects generally, and specifically in support of Freedom of Information Act (FOIA) requests and the compilation of administrative records to support litigation for offshore wind development and related infrastructure projects.
Qualifications:
- Bachelor of Science degree from an accredited college or university with a major directly related in a field of study.
- One (1) year of experience in related field to the stated duties. Master’s degree can be substituted for experience.
- Knowledge of or background in implementation of MMPA regarding offshore wind projects.
- Strong technical writing and communication skills.
- Ability to work effectively both individually and collaboratively in a team/group setting.
- Ability to receive constructive feedback and implement appropriate action.
Start Date: As soon as possible upon completion of a background check.
Location: Work will be performed offsite
Salary and Benefits: This is a full-time position with benefits. Salary: $27.00 to $29.70 per hour.
