This position is located in the National Marine Fisheries Services (NMFS), Office of Assistant Administration (AA) in Silver Spring, MD.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZA-03 is equivalent to the GS-11/12. 

The ZA-04 is equivalent to the GS-13/14. 

The full performance for this position is ZA-04.

Responsibilities

The individual selected for ZA-04 position will:

  • Provide support to the Office Director on special projects and short-term assignments.
  • Prepare materials and/or deliver briefings to senior leaders.
  • Perform policy analysis, offer technical advice and contributes to the development of recommendations on policy issues relevant to fisheries, protected resources and habitat conservation.
  • Develop policies, procedures and white papers.
  • Perform technical and editorial reviews, synthesize and reconcile comments and ensures proper clearance procedures have been met.
  • Establish and maintain collaborative partnerships within the organization and/or between academia, other government agencies, industry, non-governmental organizations and the general public.

The ZA-03 is developmental leading to performance of the duties described above.
