Job Description:

ECS Federal, LLC has an immediate opening for a Communications Specialist to support the National Oceanic and Atmospheric Administration’s Integrated Ecosystem Assessment (IEA) team in NOAA Fisheries Office of Science and Technology.

The candidate will participate as part of a team of leading scientists and managers across NOAA working to develop and grow the IEA program. The primary function of support is to build communications capacity for the IEA program to improve the internal and external communication of the program’s goals and initiatives. This includes providing advice and counsel to the IEA team on all aspects of strategic communications, including techniques, messaging, and internal and external communications.

The candidate will be required to distill complex technical information for inclusion in web and outreach materials that resonate with internal and external audiences. The candidate will develop a communications plan that provides a framework to increase the visibility of the IEA program. The candidate will also be responsible for managing and updating content for the newly redesigned IEA website using a content management system with timely news items, IEA success stories and other relevant content.

Tasks include but are not limited to the following:
 
• Work in the NOAA Fisheries Office of Science and Technology as part of the Integrated Ecosystem Assessment (IEA) team to communicate mission-critical program strategies, goals, accomplishments to NOAA leadership and employees, the external scientific and technical community, members of the public, and other interested parties
• Coordinate, develop and execute communication plans for internal and external communities to increase awareness of the NOAA IEA program including strategies and processes to expand and refresh communications products
• Support NOAA IEA national program and regional teams to identify and conceptualize ideas and materials needed to ensure goals and messages regarding NOAA IEA objectives and initiatives are conveyed to interested parties
• Develop variety of written and online strategic messages, talking points and materials (e.g. brochures, factsheets, and web stories) that explain scientific or technical information and national and regional products, progress, and success stories 
• Edit materials written by the IEA scientific staff to communicate technical information about IEA-specific issues to non-scientific audiences
• Use contemporary computer technologies, web-based applications, and content management tools to develop content and maintain the IEA website 
• Develop pro-active relationships with internal staff and external entities impacted by IEA to achieve the program’s communications objectives

Required Skills:

  • 7+ years science communications experience
  • Expertise communicating complex technical information in a variety of formats
  • Experience developing communications plans 
  • Experience creating outreach materials such as web content, factsheets and brochures  
  • Well-organized and extremely detail-oriented
  • Excellent interpersonal skills
  • Experience working as part of a successful team in a professional setting
  • Ability to multitask and prioritize mission-critical deliverables

Desired Skills:

  • HTML experience
  • Graphic design experience including Adobe Suite 
  • Proficiency in Content Management Systems
  • Experience assessing effectiveness of communications efforts and making recommendations for improvement
